In my girlfriends pantry, (admittedly enormous), I did everything in sections, i.e. vegetables, then broke down further, peas, beans, corn, etc. Did the same for fruit. And an entire tomato section. I had the bottom shelf high enough so when we purchased the Costco or Sam's Club size of toilet paper and paper towels, we could set them on the floor along with a step stool.
Hi Linda. My name is Cindy. It sounds like you could really use step shelves. My Father-in-Law made me some many years ago and I still use them to this day. They look like a small set of stairs. Step #1 is the lowest. You can put the large cans on this. Step #2 is the medium stair step, and you can put medium sized cans there. Step #3 is the highest and it's for the smallest cans. By graduating the steps you can see everything at once. I also have stair shelves in my spice cabinet. Works great.
I group mine by type - vegetables, beans & salsa, cat food, etc.
Mine is deep and narrow so I keep a dry erase board with contents on the door. Then I try to line items up so that they are grouped. For example, the far left row is green beans. You can use risers that will enable you to see items in the back. Bins & baskets are good for grouping if you have a large area.
I have mine in black metal mesh bins. https://www.exquisitelyunremarkable.com/2021/06/cottage-style-pantry-makeover.html
