All you have to do is cut a rectangle the size you want it to be. Make a casing in one end and run elastic through it. The other end you turn under the make a loop from same material and attach it to the top

Take an empty tissue box and stuff the plastic bags in. It holds quite a few. I'm all for banning single use plastic grocery bags to help the environment, but I always used them to line my trash can. Now I have to buy them!
