No no no, you will have to dig up the grass otherwise your concrete will crack when it dries I poured some just for stepping stones and found out the hard way then went to do our sidewalk we dug it up the one patch I did not cracked almost within 2 days of drying
yup need to get rid of grass. Lay a tarp or plastic bags down hold with rocks and let lay, will take a while but will kill the grass off.
You will have a better base if you build your forms down in the dirt.
Make a smooth, solidly packed and even sand base.
