I would suggest a soil test...
Try tilling the soil there & adding some potting soil & fertilizer, smooth it out & plant grass, keep it watered. Good luck!
What is the question? You might test the pH level in the soil and see if it is any different than the soil out further.
What soil and fertilizer was used with the grass seed?
Do you have Ants under the Ground? It might be better to put down Gravel or stones (better for your Property to have a Dry area next to Foundations for Drainage.

Have you made any changes along the foundation? Painting, spraying, resurfacing?
Doesn't get rain water or do you water it? We have the same thing on the west of our house because of the eaves.

Get a soil testing kit, You will have to amend the soil to make it more acid by adding coffee grounds, vinegar
