It sounds like the pine straw is sliding off the plastic due to the slippery texture of the plastic. From what I've read, pine straw or plastic weed barrier should each work alone. Can you use just one of them or can you lessen the slope of the hill? Either of those ideas might help. Wishing you the best.
I don't know much about pine straw being used on top of plastic weed barrier, but I would suggest the you place a thin layer of chicken wire on top of your pine straw to hold it down? Maybe it will help you keep it in one place? If you try it in a small place, you'll get an idea of the cost and if it is worth buying more. Hope this helps.

Use erosion control fabric instead of plastic. It will block your weeds and hold some of the pine straw. Gravity always wins though and your pine straw will naturally migrate down the hill. You could use rock in rows or waves to help keep the pine straw in place.
