I didn't find any ideas on making a helmet but here is some info for you

How about a balloon for a form. Strips of newspaper and watered down glue covering the balloon. Once dry and hard draw out the helmet and cut out. You could use air dry clay or paper mache and sculpt one.
How big is your gnome? I know they sell souvenir helmets and if you could find one to fit online somewhere that might be your best bet. You could even customize it to your team with paint if you could find one that fits.
The head of the gnome could be sprayed with cooking oil or cover it with clear kitchen wrap such Saran wrap. Then a slurry of paper/water could be placed on the head (like paper maiche) and let dry. When dry remove the piece and trim and decorate as a helmet. The mouthguard could be fashioned separately and glued on before painting the piece. Sounds like it could be a fun project! :)
Maybe out of a milk jug such as a gallon or half gallon depending on what side? You could spray paint it.
Hello How big is the gnome? Could you use a hollow rubber ball and cut the shape of one out?
How large is the head of the gnome?
How about using a rubber bathing cap with chin strap? Might it stretch enough to go over the top, or would you want the cone going through the 'helmet'?
Could you use modeling clay
It will depend on the size of your gnome. Check Barbie accessories if it's very small, doll accessories for a larger one. If you are talented with sculpting clay you can make it right on his head.
Form one with foil then cover with plaster and compound mixed together to form a helmet smooth out and let dry don’t forget to make holes for string to hold on
Hi! Depending on the size of the gnome, I would think either a child size Halloween costume helmet or a doll sized one would work.
