Look for Cool a roo shades. Amazon has them and they work amazingly well and are very affordable. We have a sno cone stand here that has had them up for two years and they still look great!
Research shade sails, there are many that are affordable.
How about a "portable" metal carport. Be aware if you put something permanent up, you may have to get a permit. A "portable" carport doesn't need one.
Fast growing tall shrubs may also work although they require patience to have them grow tall.
Do you want shade in winter too? Perhaps a planting that loses leave to warm your vehicle in winter sun and shade it from the summer sun.
Suggest fast growing plants : Wisteria or Hops. Slower growing: Grapes. add a wire mesh for plants to vine across.
(Sorry, plants that do all this benefit for you need a fall cleanup)
Do you have any place to attach something to on the neighbors side of the driveway? For many years we held a yard sale almost every summer. We sometimes had to rig things up in case weather was iffy. We used white tarps. Their many grommets made this sturdy and easy. But we had places to tie them to. This would be a great and inexpensive sun shade.
Then I think you will have to construct some kind of framework for the neighbors side of your driveway. Piping would be suitable, but it would have to be secured within the ground like a post would be. The other side could probably be fastened to your house.
Would your neighour be open to you putting in a back painted scafgold pole judt in front of the corner of her railing? On the outside of the rails right where that maroon pot is? Then you could hang a sail cloth out of the side of your building and put the point on the pole. You coule buy a pot and put it at the base of the pole with a climing plant in too?
What about a canopy type thing you put like on a deck for shade? You can get them fairly large and you should be able to find one large enough to cover your driveway
Or
Get some big size planters, (3/4) secure a tall 2x4 into the center with cement (you can put soil above the cement and plant flowers in them too) then get a very large tarp or a sail like mentioned above, and build your own carport type thing attach the tarp or sail at the top of each 2x4 (just make sure to angle it so rain runs off instead of pooling in the center
