It is never too early. Go for it!
When is your predicted last day's of frost? Wait until then if you have perennials if you have beds that are for annuals those go ahead and clean and prepare for the plants when the time comes.
I have perennials and just cleaned my beds the other day. Plants are just poking through now and I find it is best to clean now when they are so tiny and not when they are bigger and the shoots are much more prone to damage as they are sticking up much higher out of the ground. I live in your zone and have done this for years and have never had a problem.
