Staking landscape fabric for weed suppression would be a better idea than bark mulch. With the steepness of your hill, you'd need to constantly re-shovel bark mulch back up the hill. It would always be rolling/sliding down such a steep incline.
Did you ever think of "terracing" that hill? How tall is the hill? Do you have an Home Owners Association you need to get permission from first?? A hill of that steep angle will tend to wash away any mulch.
