I would probably try some hardware cloth. You could either bury it, or try staking it down and covering it with rocks. If they can't see where the hardware cloth begins/ends they probably won't try to dig around it or pull it up.
You could also try a motion activated sprinkler, that worked pretty well for my mother in law.
I got rid of one just by going around it every time I got a chance put dirt back over it any what u think They do not like human smells put some human smelling items a pair of gloves etc.

Many people do not like the idea of commercially available chemicals. If you do not have a dog, as it can mess up their noses, then a great alternative is a heavy sprinkle of chili powder or any spicy powder. The hotter the better. Simply sprinkle over the area that the animal is digging and most animals will not be back.
Thanks to everyone Who answered my question. We plan to try all of your suggestions. DH is out right now with landscape fabric and dirt. All I’ve got is tobacco sauce, but we’ll sprinkle that around for now. Hubby plans to look for volmax too. Wish us luck- we’ve got two big holes to deal with.
