Just white grubs -- found in lawns, gardens, etc. Ugly for sure, make great cat fish or bass bait; but harmless ( not toxic, etc ) https://en.wikipedia.org/wiki/Scarabaeidae

What Kind of Grub do I Have?
These grubs turn into Junebugs. As grubs they eat the roots of grass and other tender roots. They were in your maple tree probably as I is decaying. This is what they mature into.
In Maryland where I live, we get "bag worms" in our trees some summers. I would take this critter to an entamologist (bug person) and see what they say it might be.
Forgot to explain: Bag worms actually weave huge white, frothy bags in the trees and when the works mature they eat and kill the trees. We usually burn them on my property by lighting the "bag" on fire. What a mess!
