Might I recommend a nice pellet gun or trap? Those suckers will be hellbent on getting to whatever is under there... relocation or termination is the solution.
Chipmunks like to burrow in any kind of rocks. They make their homes there. Either put cement or move the stone closer together. This will be a project either way.
