Mothballs around the perimeter--cats hate the smell.
I would try sprinkling black pepper in it.
also shredded Irish Spring Soap was suppose to help I am going to try that in my veggie garden this summer

Mothballs are toxic to cats and dogs. Cats do not like the smell but if they get around them much they can breath in the fumes and become sick. Dogs will eat them. They can cause life threatening problems for both. Try cayenne pepper. If you get pregnant please be careful digging in those beds or when changing a litter box as you can get a disease called toxoplasmosis.

This may sound strange but , it works. Go to the dollar store and buy clear plastic forks (lots) according to the size of your garden and place them all around the garden fork side up of course to prevent the cats from squatting anywhere. Best of luck.
