Try to put something in their that will block there entering the shutters temporarily and see if that puts out the unwelcome mat to the unwanted family of frogs.
Remove the shutter and rehome the lovely frog family to a suitable location. Seal up the back of the shutter with metal window screen and close off the perimeter (with caulk or a door seal so they can't come back.
Its good to to help out our little friends. Frogs eat other bugs and are quite beneficial to our yards. There are specialized garden frog pots that they do well with.

I like frogs but I don't like the poop and pee mess on my patio.
I applied 'Hexol Concentrated General Household Cleaner and Deodorant' straight from the bottle with a small paint roller to the backs of the shutters.
Then I caught most of the frogs and transported them to a lake.
I have been 90% frog free for over 2 months. Hexol is 60% pine oil, Pinesol has no pine oil.
