Are you sure those are cats? It sounds like racoons and the mischief they get up to. Anyway, mothballs, or pepper sprinkled around might help.
What you can do is set up a garden hose connected to a motion sensor, when movement Is detected it will spray water, wetting the cats. And, cats do not like to be wet. DIY stores like lowes and home depot have what you need to do this.
You can purchase animal repellents at nurseries, in granular or liquid form. You can also heavily spray garlic, orange, lemon, clove, peppermint with a small amount of liquid dish soap to make it stick, all of which should keep animals out.
