How do you remove large root system easily from block foundation?

I had large hedges removed from the front of my foundation. It has a lot of root system that makes it hard to replace with garden. How can I easily remove these roots without breaking my back and ripping my yard and still be able to plant flowers?

    Consider a raised bed. Don't add soil or mulch above and against your foundation. If necessary add a back wall to the garden bed leaving a channel along the foundation.

    You could build up the area with metal edging, brick, cinder blocks then put in new soil and plant.
