can you ser under there to lay down a big sheet of plastic. You need to cover the greenery so it doesn't get any sun coming from between the deck boards. Without sun they will die. So if you lay down plastic to cover the grass growing down there it will wither and die. If you can't get under there to do it then spraying with grass killer between the board is your next bet

Put weed suppressing material on a roll down first and keep it down by running it parallel to the decking beams you will be putt down for the decking. That way you can make sure everything is covered. You may get the odd weed pop up if birds have dropped their seeds, but fir the most part very few will grow

Make sure you use dark plastic, any light and you have a greenhouse effect. You can also put down landscaping fabric which will allow the water to go through but not the light so the grass and weeds won't grow. Make sure that what ever you put down stays free of any soil or you will still have the problem.
