Flea control can not always be natural.For the dogs you need to have them on a vet recommended program for ticks as well,If you do not natural remedies will not be enough. This year has been noted to be the worst yet.My advice put your dogs on a prevention it will not harm them what will harm them is if you don't.

Four parts water to 1 part Avon's Skin So Soft (original) bath oil. In a spray bottle, spray your hands and then wipe down your pets. A study completed by U of Florida and Field & Stream Magazine found that when used as a flea dip in dogs, it reduced fleas by 40%. This is non toxic on dogs, cats, and horses (keeps those pesky flies away). I have used this for years for my cats. It is not a perfect solution as I have seen fleas twice in seven years. It can also be sprayed around the yard. Seems fleas and ticks don't like the smell. Also works great on people.
