Clean with baking soda and vinegar to eliminate the urine attracting the flies.
No such thing as "subtle" urine. The flies are telling you that. Your nose is probably used to the odor and not smelling it anymore. The urine has to be cleaned with something like Nature's Miracle that has an enzyme in it that removes the odor. If it is a cement patio, the urine has possibly sunk into the cement, too. If you can't walk your dog, use puppy pads and pick them up immediately after use.
I have had good luck with sprinkling crushed mint leaves around the area, flies hate mint and it keeps them away as long as you can smell the mint. Once it has dried up, crush and sprinkle more.
You sure are conscientious puppy mom. Yes, some concrete can absorb water and odors. Nature's Miracle or any product like that. It needs to be able to neutralize enzymes. There may be less expensive products. I just like this one. Yes - a pet store and possibly Walmart. I think I'd spray it on and let it soak in.
