Trying to indentify a white glue like substance in my rock garden.

had a flag in ground & pulled it out & this white substance was on end of stick,it wiped of w/paper towel but notices more within the rocks!what is this & how do I rid my rock garden of it???

Probably a fungus. I have seen it in my garden too. Use an antifungal spray like spectracide.
Are there plants in the garden?
Spray the plants down with a fungicide
