Hold a bucket of soapy water under the stem that the offenders are on, give the branch a little shake and the buggers will drop into the water and drown. They drop when disturbed and are impossible to find on the soil. Hand picking should be used as a punishment for the worst criminals.
There is a product out there that gets rid of the beetles. It's a bag you hang outside and it attracts the beetles which then fall in the bag and can't get out. We have used it and it works!

There is a good commercial product that you can get at Home Depot - go in and ask. I can't remember what it's called!
In the fall apply milky spore. It's a powdery product you apply with a drop spreader. Next year you will see the results. As for right now, hand pick, shake the plant. Japanese Beetles means you probably have grubs in the area. The grubs do as much damage as their mamas. The milky spore acts like birth control.
I usually go out with the soapy water and let the little buggers learn to swim! They also enjoy munching on my grapevine, but bubble baths work best for me. The size of the container depends on how easily they are reached, sometimes I use an old plastic drink cup for the soapy water and push them off the leaves into the water.
