Wow! I love your idea! I really hope you post a picture of it when you’re done! Rustoleum is a good outdoor spray paint and after the glitter you could clear coat your project.
I'm not sure if I quite understand the concept, but I am curious to know more about it, as it sounds unique. Do you have a picture of a completed project, or a source of where you found the idea?
i think adding the glitter to the wet concrete mold would work. Also, you could use a pigment color for the concrete right in the mIxture.
If im understanding right; add pigment to mixing, then sprinkle glitter around after you make your chair mold (Wet). Then seal it with a concrete /masonry sealer.

There is concrete paint with glitter in it, several different colors . It's very toxic, but a well ventilated area will avoid breathing it, and also wear a mask. This can be done with a roller on a broom handle.
There are also spray paint products that have the glitter already in them. You might want to give that a try, and if there is not enough glitter in them for what you want, add the glitter into the paint while it is still wet. Just be sure to put a protective finish over it or you will lose your glitter. Be sure to share pictures of what you do, I would love to see it!
