Strong paint stripper like Kleen Strip and a long-handled paint scraper.
Zip Strip is good as well. Be sure to pick a paint that is NOT slippery when wet. I almost broke my neck on a wet surface that a salesman recommended to my son when he was only 18 yrs. old and trying to surprise me by sprucing up the sidewalk with paint. Home Depot ended up loaning out a paint removal machine (free) and giving my son enough paint and all materials in order to correct their salesman's error (also for free).
