What kind of paint do I use to paint my outdoor cement floors?

I want to add alot of color to my backyard. I want the bright color of yellow and than red fringe border. To resemble a rug. This area gets alot of sun.

I would use an oil base paint for cement. Then sea it with polyeurathane.
