Use Citristrip which is a safe non-toxic product which should take all of the finish off.If not lightly sand,clean,then retain. If you wish to paint them then apply a primer other Kilzor Zonser,allow to drt ,paint and seal with a non-yellowing polycrylic.

depends on whether you want to keep them a wood color or other color. You can strip them, lighten them using a colored stain. What might be pretty is to stain part of the chair lighter wood tone with other parts a darker tone.
