How to paint plastic IKEA folding chairs?

They're about 8 years old, sturdy, but the plastic surface is powdery and comes off on clothes. Ideas about how to clean and/or seal them and what sort of paint to use?

Paint companies have made a spray paint that adheres to plastic now and it is great. I buy a higher quality name brand for our plastic spray painting. One of them should help you. Spray them down good and let them dry then spray! Look at the spray can, it will tell you if it is made especially for plastic. Hope this helps Magen.

Spay paint them
Clean with any good household cleaner. Krud Kutter will work. Then spray paint with Rustoleum 2X spray paint for plastic or Krylon Fusion. Several light coats will give you a smooth finish.
Rusteloum makes a paint specifically for plastic. I washed mine first, sanded lightly just to rough up the slick surface and painted with a spray paint for plastic. But do what William mentions. Several very light coats are best you don't want to get a run.
