Yes you can! You'll need to lightly sand. Then I'd suggest cleaning with TSP and water solution to get it all very clean. I might also use a primer such as Kilz or Zinsser just to be sure, then the latex you love. Good luck!
Easy answer is NO! You must sand away the oil based paint but there may be a chemical application, the paint associates at your local Home Depot can answer these questions.

No..you have to use kilz first..it will peal if you paint over without a primer
I would use a primer first, such as Zinsser Bullseye 1-2-3 before painting with latex. This will prevent any future problems with possible flaking. You can tint the primer to match your finish coat.
