Barry, for large painting such as the balcony itself, my husband found some large cardboard boxes like for refrigerators and opened them up to cover the house, doors, windows etc on our deck. For smaller projects, we put the object down inside the box and spray it. We do this off the deck so if we accidentally drop some on the ground, the grass will grow and get mulched over eventually. It does not mess up the carport or deck when we work all we can out in the yard. We own a sprayer now, so this is a common occurrence and cardboard is our best friend!
You might want to consider consider a spray shelter, either a box with dropcloths or one of these commercial pop-up tents that come in several sizes.
