Hello Gary โ€” Sand off the rust, wipe clean, and apply primer. You can tint the primer the color that you plan to paint the bike. That way you donโ€™t have to apply as many coats of paint to cover the previous paint job. Good luck!

Sand the rust off as well as you can, leaving a smooth surface. Use Bondo if you think the damage has taken away a significant layer of metal. Paint the entire frame with Rustoleum as a primer, then with Rustoleum as a paint. Let each coat dry empletely before doing the next step. Rustoleum makes several weather-resistant enamels and glossy colors. With the tires off, be sure to paint the underside of the frame and other parts. Since bikes are often left outside, be sure to use a clear sealer in several clear coats for protection. Certainly, if you plan to have the bike finish โ€œbakedโ€ on, use the best paint recommended by the auto or bike shop baker. Best wishes โ˜บ๏ธ

Scrub rusted areas with Brillo pad first. This should take off a lot of the rust.
