Other than sanding it, I'm not sure. Is the lamppost metal or wood?
If you have a large project, you might want to rent a small sandblaster. And if you want to keep it environmentally safe, use walnut shells. They not only don't hurt the land around the pole, but the birds love them.

If you are going to repaint try a pressure washer. Knock off as much loose stuff as you can then sand. the rest of the loose will come off an feather the edges so the paint will blend in.
You can sand it off with an electric sander. That's probably the easiest route
Hmmmm....there must be a quicker way than sanding it, then.
