We have painted Latex Kilz primer on the all the areas and two coats of latex paint and these spots started coming through.

Hi Betty, what your paneling is made out of well determine what primer is good. Most all primers will work on paneling though. Also, depending on where your paneling is, you may want to consider a primer that is mold-resistant (if it is a basement or depending on where you live).
Betty, Kilz2 is a very good primer.
I really like Kilz.
Kilz Original. It is an oil based primer so it's messy and you will want to vent the area well. But I used it on mine after cleaning with TSP about 25 years ago and it has held up perfectly.

I always use Kilz no matter what I'm painting
Most any primer should handle this task. Just clean and degrease the panelling first, then roll on the primer. You can use a water based one for ease of use.

Kilz is the primer of choice for this, it blocks stains & seals in odors.
A donding, stain hiding primer such as BIN 123 or Kilz Premium. Make sure you dust off the paneling well.
Kilz is best, but it has a very strong smell. Make sure you use it in a very well ventilated area.
