Why don’t fiberglass step ladders have fold down trays?

Wood and aluminum step ladders have fold down shelves to hold tools, paint cans, etc. Why don’t fiberglass step ladders have them?!

I like the buckets that clip on to the top bar better
Some do. The top "step" has holes to hold tools. They do sell trays that can be placed on the ladders. I would say too many poeple have used the tray as a step, I know I have. I have even stood on the top step which is a NO NO. Guess they want you to buy a tray if you need one. And maybe too many people got hurt and sued even with all the warnings.
