May I ask ... why would you apply Modge Podge in the first place?
I do not understand why you would want to do that. The proper way to paint a wall with wallpaper on it is to remove it first. Why waste all that time and energy doing something incorrectly that may not last.
I would not paint over wallpaper,that kid n to a recommended practice.Othes will tell you yes,however down the road you will be asking for trouble
I would not do that, if it were me.. If the wall became wet from a leak, everything will fall down. Even the mod podge might make the wallpaper wet enough to loosen the wallpaper. I would do what Sal85902 wrote.
Ditto from here... the Modge Podge will take a lot of time to apply.... a lot of time to dry and a lot of money to purchase, and may make the wallpaper come off the wall... then you have wasted all that money and time and you have to scrape the wallpaper off any way... just take the stuff down properly and prime and paint the wall and have it over with... you will be happier in the end.
I think I'd go for a regular primer after making sure all seam and edges are secure.
