Yes you can. Clean the fixture well, and use a primer for metal, then a paint appropriate for the area the fixture will be (i.e., inside or outside). If you use incandescent bulbs and the fixture gets warm while being used, then make sure you use a paint that can withstand some heat. Otherwise just switch to a compact fluorescent.
