i paint concrete statues,
First scrub and soot/staibs, then use many cheap old paint brushes and brush, and wisk away dust. you'll be amazed how much dirt you get off the bricks.
paint will stick once the dust is gone.
Messy job, take your time, you'll be glad you did.
if it's not in use, i'd use a latex acrylic paint.
but cheap brushes. you'll wear them out quickly.
Some people have used chalk paint because it sticks so well to many types of services. It doesn't require any prep or priming.
