depends on what the wall is -- years ago they had a sort of vinylish paper cover over prefab wall panels --- I did one with peel/stick contact paper -- you may want to just experiment in a small area to see what works!

Clean the wall really well . Prime it with Kilz and use a roller to apply a semi gloss or satin finish .
Painting paneling with KILZ first, then, when good and dry you can paint latex or whatever you like over it. We painted dark walnut 20 year old paneling in our family room with Kilz and then painted antique white latex. It was beautiful! We did not try to fill in the grooves in the paneling. The grooves added interest.
When you clean the walls use a deglosser or sometimes called liquid sandpaper before using the Kilz product
I would take photos and show them to the paint professional at a home improvement store. There are SO many brands and options now that they are the best source for this kind of information.
