I would definitely wash them well and then lightly sand wipe with a tack cloth and then paint them
If you are using chalk paint, no need to sand. That's the beauty of chalk paint. If using regular paint, then definitely sand AND prime. Chairs are too much work to do incorrectly the first time, so don't skip steps. Take it from the voice of experience!
You don't need to sand all of the paint off, but you need to remove the shine. Make sure to remove all dust with a rag and tack cloth. The grit in the paint from leftover dust really shows up on furniture.
