There is a paint made for counter tops and different kitchen finishes at Wal-Mart, Home Depot or Sherwin Williams. Spray, brush or roller whichever you are comfortable with.
I myself would not paint it. Any coating that you put on the inside will likely not withstand the way you use it. It will eventually peel. I would cover it with a stained wood or maybe thick form board cut to size. Just remove it when ready to use it. You could still paint the outside if you want.
To add to Barry's suggestion, maybe you could even hinge the top to the very upper part of the sink. In our town we have a place where people leave old sinks and it would be so easy to get a new old sink here! We have the same looking sink in our basement and it is a mess, but only we see it!
You should use a good cleaner first. DeSolvit is great. Then Rustoleum makes a good paint for this. Whatever you do use-make sure it is a good epoxy type
a clear coat on top of that would help it last longer as well
