you can but make sure you find a product made to expand/contract so you avoid cracking later on.
Kar, you can use drywall compound, or you can embrace the texture and leave the lines. Either way, make sure you prime it before you paint. I usually use Kilz.
There is a paper you can get at home depot to cover paneling and then paint over it. It worked very well for me.
