If walls are greasy.... degrease. Otherwise just use a couple of coats of a good primer + paint. You may want to use a semi-gloss, as I would imagine a small mobile home would get lots of wear.

It depends on the age of the mobile home. If it is sheet rock from a newer home, do it the same as the sheet rock in any home. If it is plywood you can calk the cracks and apply non-aromatic Kilz primer, then paint as you would any wall.
