The cabinets need to be de-greased THOROUGHLY and the surface should be prepared with a de-glosser (available on line or at big-box hardware store).
I recommend the Rustoleum cabinet kit for laminate cabinets. You can get familiar with the steps and supplies then make your choice to use the kit or independently purchase the supplies of your choice. https://m.lowes.com/pd/Rust-Oleum-Cabinet-Transformations-Dark-Base-Satin-Cabinet-Resurfacing-Kit-Actual-Net-Contents-132-fl-oz/3358244?cm_mmc=SCE_PLA-_-Paint-_-InteriorStains-_-3358244:Rust-Oleum&CAWELAID=&kpid=3358244&CAGPSPN=pla&store_code=1186&k_clickID=533f340e-837e-46ab-802f-ce7f27d37992&gclid=CjwKCAiAlfnUBRBQEiwAWpPA6VkfCEYLEQJuy_Amr2UjjBdxaMchh8b-N20MeuNe7ZeeZ4443bylgBoCkOEQAvD_BwE. Good Luck!
Add primer first before you paint with anything. Perhaps even a couple coats depending on the colour of the cabinets as they are now. Then, get a good washable paint that is high cover.
I would suggest looking into chalk paint- it adheres to most surfaces and comes out great!
