What's the best paint to use on inside basement cinder block wall?
I've tried D-- L--- but that didn't hold up. It's an outside wall but want to paint the inside basement wall. The basement has some humidity but not too bad. Very often in schools, hospitals, etc you see painted cinder block...What did they use?

A stain blocker paint-on product such as Kilz or Zinsser might work. I'd go to the home improvement store and tell them exactly what you are wanting to do. They also have gallons of moisture barrier type paint on finishes that may be exactly the solution to your problem. Use that and then paint whatever color you like most.
Before you paint, seal with a humidity barrier. I did this to the brick in my garage and it stopped all of the moisture problems I had. Then paint. Ask Sherwin Williams. Good luck.
I would try an acrylic latex or concrete paint.

Prime it first. Zinsser primer has worked well for me. Zinsser has some colored options, but if you don't like one of them, go with the Zinsser that would be a good base color for your final color. White Zinsser primer may be difficult to cover with one coat of your final paint color as it could bleed through your final cover.
