Why does my ceiling blister when I paint it with emulsion paint?

I use emulsion paint on my ceiling always matt but each time i paint it its started to blister what is causing this because paint is new !

Was the original paint water based? You can paint acrylic over oil paint but not the other way round, it peals/ and or blisters
BECAUSE YOU HAVE A CHEMICAL REACTION ,YOU WOULD NEED TO SPRAY ON A SEALANT
