3 How do I get my Tree Topper to fit on top of the tree?
My Tree is a small four footer the top branches are not strong enough to maneuver the Blown Glass topper.

A piece of dowel painted the color of your tree and wired or zip tied to the main trunk.
Have you tried wiring it to the trunk?
Go to hobby lobby and buy some wired tree branches. Attach to your Christmas tree with heavy duty wire and braid it together. This should be strong enough to hold a tree topper.

Wire a stick or a rod painted green to the trunk of the tree, as far down as you need, be sure the topper will fit onto the rod or stick before you do this. Tie the new attachment to the tree trunk, the green twist ties from the grocery store would do for tying on.
I fold down the top of my tree but you could also use floral wire to attach the topper.
Can you reinforce the top bit somehow with something stiff and strong? Take a metal rod maybe and hold it to the center pole, then tie it on with zip ties.
Hello. You might want to consider reinforcing the top branch. I would consider zip tying a painted dowel to match your tree to the top to help support your topper. Depending upon the weight of your topper a skewer might work as well as long as you are securing it tightly to the structural trunk of the tree.
