I wrap mine in tissue and put in storage totes. Glass items I wrap in Bubble wrap.
Bubble wrap! If you want to waste less, you can also use plastic grocery bags that you already have and squish them between ornaments (tape and pack tightly, though)

10 Easy Tips for Storing Your Holiday Decorations
I have mostly all unbreakable ornaments so I store all mine in clear plastic totes by color. I just put them all in...no 'packing' unless there are some that are more in need of that. All the gold in one box, the silver another, etc. For those that are breakable (they're vintage) I have left them in their original boxes but put them inside a large plastic tote too.
For me, the secret to good organization is putting all my Christmas decor into clear plastic totes so I can see what's what. I have about 8 boxes. Some very large, others smaller. Got them all at Walmart.
The reason I store by color is because I change my color scheme each year :-)
Like Janet above, I finally tossed all the individual little ornament boxes and now wrap each in tissue and into two large storage containers, they are safe, and time has been but in half putting up and taking down the tree!
Large Rubbermaid totes, breakable items are wrapped up in the previous years tissue and there is some old tissue in there! I did this years ago .
I keep tge package where thy came from, put them all in a box and put tgem in the garage, the basement, the attic or the closet wherever you find place
