    oh that’s a tough one. I would say try to figure out some type of moisture barrier and a dehumidifier.

    Keeping the moisture out will depend on what the drainage is like in the area where your cellar is located... you may have to install weeping tile drainage to fix the problem.

    search "encapsulate crawl space". There are many articles and u-tube videos showing how to do this. Use that process for your cellar. I have not done this, but understand the rewards are great including warmer floors and lower utility bills.
