Hi Janie, score it first with a Paper Tiger. Home Depot carries them. Get a spray bottle with about 1/4 cup liquid fabric softener. Fill the rest with hot water. Score the paper, spray the border and you will see the paper separating where you scored. Carefully scrape the moist paper. It should work great.

Yes - what MAria said. If you don't have a Paper Tiger, you can use a saw - scrape the tooth side against the paper.

I am assuming it is a wall paper border. Spray water on and use a cutter that has wheels and makes tracking on the paper. Spray water again and then use a scraper. If glue has been applied you may need to do the same but add heat (I have used my hair dryer). Good luck..sometimes it was be stubborn.
