You can buy some plaster to repair the holes. Plaster mix is not expensive at all. Just build it up slowly; don’t try to fill it in with one coat. I can’t tell from the picture where the bad places are, but if they are low enough you can cover them with bead board.
I saw a fun technique in a restaurant bathroom just yesterday. They took tile and tipped it up on it's corner and tiled partway up the wall. They left the jagged points of the last row that they did, just jagged and sealed the space and gap with mortar. Then, used a thin layer of plaster and made a light coat over the rest of the wall and up to the ceiling. The bottom of the wall was fortified and the top was then a gritty texture that had been painted to go with or to contrast with the tile.

You could take a Wallpaper liner and line your crumbling walls with it before adding any new wallpaper. You would have to prepare your walls though even before adding the liner. The way you would have to do that is to tear off all of any loose plaster and paper and paint that was remaining on your wall, and probably clean it and seal it with a product called KILZ. It will help lock in whatever is continuing to crumble. If plaster is crumbling though, it just may need to be demolished and started over to maintain the integrity of the walls. I think this project is going to be a big one, no matter what you do. For this, I would be tempted to call in a professional.
