Did you put an LED fixture up and use a regular dimmer switch? cause you need a special switch specifically for LEDs.

From what you said, you turned the power off, changed a hallway fixture according to directions but when you turned the power back on, the light won't turn off with the switch. Do I understand you correctly? If that's the case, it is probably not hooked up correctly. I'm not necessarily saying you made a mistake (although it won't hurt to double check). It's possible that if it was an older fixture, the original connection used the different colored wires differently than we do today. Don't take a chance if you can't fix it. Disconnect it and call an electrician. Wishing you the best.
It's possible the switch is bad and stuck in the on position.
