what kind of rocking chair Wood?upholstery over wood?
As noted above it depends on the type of chair and where and how the arm is loose that you fix it. If it is a wooden chair and it is loose where the arm goes into the back or on the leg then you can put a small shim with glue on it into the sport where the peg of the arm goes or where the leg of the chair goes into the arm. If it is an upholstered chair that is a whole new ball game. You would have to remove the upholstery where the arm is loose and find out why it is loose. if has become loose because the glue dried out you should be able to clean the end of the arm and hole and reapply glue then reattach the upholstery. If that isn't the issue but a cracked frame you may have to get an expert or discard the chair. Good Luck.
